Short-term effects of a city-level transit policy: evidence from Seoul's Climate Card

This study evaluates the short-term effects of Seoul's Climate Card, a city-level flat-fare transit policy introduced in January 2024. To exploit its partial implementation along the Seoul-Gyeonggi boundary, we apply a difference-in-differences framework to daily transit node-level data. We find that the policy led to an immediate 2.7% increase in public transit usage on average, with notable spatial heterogeneity and observable temporal dynamics. These findings highlight that spatially targeted fare interventions can effectively promote transit use, even within a geographically limited area.
