거버넌스형 노인주거복지와 커뮤니티 재생 － 강원도 인제군 사랑의집 사례를 중심으로 －

초록

In 2013, the 12.2 percent of total population of our country is over 65 years of age, indicating that oursociety has already passed the level of aging society and is rapidly proceeding to the aged society. Inaddition, the current resident conditions of the elderly are extremely impoverished and this reality can beeasily found in rural and provincial areas. Therefore, senior citizens residing in rural and provincial areasencounter a number of difficulties relatively more than those residing in urban cities, such as delayedadministration services, limited access to information, and feelings of loneliness due to living alone andsocial isolation in such a neglected community. These problems directly threaten the basic human rights ofthe senior citizens. In reference to House-Building Project (Love House) in Inje, Gangwon-do, the objective of thisresearch is to evaluate the possibility to establish governance type of resident welfare model and to furthersuggest effective ways to expand the service model. The result of this research revealed that the governance type of resident welfare system contributes tore-establishment of playing roles among service providers, fair decision-making process for welfarepolicies, and increased possibility to expand cooperation, as well as the increased efficacy of providingwelfare services and general accessibility to receiving services. The characteristics shown during the process of promoting Love House Project can be recognized as asuccessful example of governance type of resident welfare service. Furthermore, the project remarkablyimproved the residential conditions for senior citizens, increased the support to establish resident facilitiesthat satisfy the environmental condition of the region, reduced the financial expenses of the localgovernment, and restored local community of the region. It is verified that this case has solved the residential problem for senior citizens in underpopulated areaand restored local community of rural and provincial regions. However, it is expected that the aged societywill lead to serious depopulation of rural regions. In addition, the governance type of resident welfaremodel cannot guarantee its sustainability due to a fact that it is maintained primarily by privateorganizations and volunteers. Therefore, there is an urgent need to establish standardized system andinstitutional framework for governance type of resident welfare model.
