초록

The tourism & leisure industry carries very serious problems such as seasonality and in most countries it is separated into various small businesses. The problem with small businesses in tourism & leisure industry is that it effects the survival of economic growth in Gangwon Province, the Costal Area. This is caused by the seasonality of tourists’ visitation and the residents’ population size. Most of the regional cities are willing to activate their tourism & leisure industry in order to achieve urban growth, which affects the circulation of economy in the city. In order to enlarge and activate their tourism & leisure industry, the members of regional cities and counties should build a governance system including private and public sector, along with academic & research fields and also a technician that can build the inner energy generator from the region. Moreover, we should use the governance system as a consultative body which will help yield the social capital. This competence will act as an internal power source and attribute to the growth of tourism & leisure industry. Lastly, the most important thing for regional growth is to gather people's awareness on preparing for the future. Future investigations on the causation of tourism industry will be beneficial to both governments and researchers in that field.
