농촌재생 마을 실천가의 포용적 돌봄 인식전환 경험에 대한 실천적 의미

초록
This study aims to explore the practical implications of perception shifts toward inclusive care among rural regeneration community practitioners, focusing on Gapyeong County, South Korea, an area facing severe depopulation and a rapid aging crisis. Through a qualitative case study utilizing in-depth interviews, the research reveals a fundamental transformation across three dimensions: space, people, and system. First, in terms of space, numerous vacant and neglected facilities were redefined from mere physical regeneration targets into self-governing, inclusive care hubs (“Ibasho”). Second, on a human level, the participants' identities shifted from volunteers to recognized professionals (“Link Workers”), establishing the foundation for sustainable care work. Third, at a systemic level, these experts acted as mediators to break down boundaries between isolated villages, constructing a collaborative public-private governance network (“Care Commons”). In conclusion, this study demonstrates that sustainable rural regeneration requires an integrated ecosystem combining the social reconstruction of spaces, the professionalization of care workers, and comprehensive care governance, offering practical and policy implications for overcoming rural crises.
