주택재개발사업 공공관리제도에 대한 주민의 인식

초록

To solve a transparent strengthening of the Housing Redevelopment Project, shortening at the business period, cost reduction, and illegal liquidation, etc., Seoul City introduced the public management system. This study was analyzed investigating how residents in the Housing Redevelopment corporation ground trusted this system. The public management system enforcement appeared first with effective in a transparent strengthening of the business promotion process as a result. The 2nd, the public management system were analyzed that it was effective also in shortening the business period. The 3rd, It has been understood that it is unrelated with the selection of the district chairman of the maintenance entrepreneur though the project expense is reduced if the public management system is enforced. It was untrustworthy, there foundation where these injustice occurred, and a public organization was evaluated though the public management system was enforced as the civil servant. Therefore, if the public management system started succeeded, the suggested point with a necessary alternative proposal that was able to intercept the injustice of a public organization beforehand with the civil servant was presented. So, advertisement and education are need for project subject and public official to make a success of public management system. And Organizing a committee composed by union officer, public official and expert in an academia and an industry for selecting a business partner is an alternative to tighten transparency in a selection. It can secure professionalism and objectivity too. Also a meaning of this research is on a point that how the project subject are realizing the public management system before its real enforcement.
