한국의 Service Safeguard의 개선방안에 관한 연구

초록

With its continuous growth and increase in service trade volume, korea has recently joined the OECD, 1996. Korea has received relief loan by IMF, 1997. Thereof, Korea has had to open ins markets and to liberalize foreign exchange markets.The purpose of this study is to present measures to improve the current service safeguards system of korea. Safeguards means a countermeasure an importing country can exercise, when imports do serious damage on the import-competing industry and/or on the general economic situation of the importing country.The matters and solutions of Korea's service safeguards are as follow : First, this study examines the necessity of safeguard measures in the service area and applicability of the concepts in the Agreement on Safeguards. The well- structured Agreement on Safeguards offers a good model for Safeguard measures. Second, Korea make a partial amendment of the Foreign Trade Act. Third, Korean have to the effectuation of the revised enforcement regulations in Industry Injury Relief ACT.Modifications could be made to the mechanism at a later stage, based on the problems that emerge with the application of the system. The rapid evolution of the service area will make such modifications inevitable.
