포항 中城里新羅碑에 관한 몇 가지 고찰
초록
The epigraph of Silla in Chungseong-ri is the oldest one of all of Silla that exists. The epigraph recorded social organization in the period of Bu-system concretely. Heunghae region where this epigraph was consisted of many natural villages scattered centering around 'Nasodokji', an administrative village. In the each villages a chief, a ruler existed. The Moryang's ministry of the central government directed 'Jinbeol', one of these villages by establishing 'Gung'. But it was mediated by the chief of Jinbeol, because his traditional control was strong yet. To settle a dispute in Jinbeol some influential people conferred first of all. And then King and two ministers ordered jointly, this was executed in Heunghae region. Through the epigraph in Chungseong-ri, we can know the national structure in the period of Bu-system that the order of the community remained strong from the center to the countries. So indirect and collective control through tribute could not but take effect. This epigraph will be helpful to research the formation of legal system of ancient Korea, more specifically its customs and legal regulations that had existed before when Chinese written law system was introduced.
