주민참여예산제도에 관한 인식조사 연구: 강원도 5개 시･군을 중심으로

The objective of this study is to conduct an empirical analysis using ANOVA of the recognition on citizen participatory budgeting. By studying five cities and counties in Gangwon-do through a survey by three groups which are members of citizen participatory budgeting committee, public servants, and local council members, we have obtained the three findings. Above all, the three groups have statistically significant differences in the degree of recognition on the level of local autonomy. Second, they are also significantly different in the degree of recognition on budget allocations and openness of budget information except basic information. Finally, we have found that there are significant differences among the groups in the recognition of administrative and fiscal management. Contrary to our expectations, it shows that public servants concern weakness of both the local administrative power and the council’s right to deliberate more strongly than council members.
