The purpose of this study is to develop safety practice competency on the beach through a survival swimming program designed for elementary school students. There are numerous factors that affect the various accidents that may occur on the beach. Therefore, it is necessary to identify, control, and respond to these accidents by analyzing multiple factors. In order to achieve this purpose, 248 elementary students were selected from registered schools in the Kangwon-do area. In this paper, we focus on the analysis factors of safety practice competency, life-respect, and participation in a survival swimming program assessment model. This study applies structural equation model analysis for effect between each factor. Additionally, this study conducts experiments to develop a safety practice competency protocol by calculating and affecting the factors. We conclude that various approaches to the survival swimming program are needed from the perspective of interdisciplinary fusion research. We establish a framework to investigate the competency of safety practices in different situations.
