Institutional Approach for Coastal Cities' Adaptation to Climate Change

초록

A climate change driven by global warming will increase risks to settlements,industries, and natural ecosystems within Korea’s coastal zone. Coastal cities are likely to be more vulnerable to many kinds of disasters triggered by climate change compared to inland cities. Coastal communities generally have less adaptive capacity than inland communities and may therefore be more adversely affected climate change impacts. In this respect, it stands to reason that coastal cities should be prepared to alleviate the vulnerability and risks caused by climate change with setting up adaptation policy in coastal area. This research aims to suggest coastal cities’guidelines for adaptation policy of climate change in its early stage, which helps coastal communities to adapt themselves to any situations under climate change threats and to effectively respond to the extreme events of climate change. This study tackles coastal cities’adaptation policy issues with two stages. At the first stage, current institutional system for coastal cities’adaptation of climate change in Korea would be reviewed with the perspective of law, specifications and guidelines for spatial planning. At the second stage, we attempt to suggest some implications for adaptation strategies for the coastal cities against climate change in terms of architecture, urban planning and social overhead capital.
