강원도 경쟁우위산업의 FTA 활용률 제고방안 연구

초록

This study aims to elicit suggestions to enhance the FTA usage rate of main competitive industries (e.g., food, cosmetics, automobile components and medical appliances) in GangWon Province, South Korea. The enhancement plans according the fact-revealing are: First, the FTA virtuous circle effect-the importance of basic understanding in FTA virtuous circle actions including Awareness rise, utilization rise and FTA utilization performance. To increase the FTA utilization performance, FTA utilization needs to be risen as well as awareness beforehand. Second, to carry out the increasing strategy per stage. To increase the awareness, Alongside the general FTA management, the issuing procedure of operator‘s C/O, HS code and the awareness on custom tariff of the exporters should be intensively enhanced. Third, expansion and improvement on the support of FTA utilization. The supporting system needs to be effectively enhanced to rise the awareness and utilization. Overall, the Gangwon main FTA business utilization models combining tariff strategies and non tariff strategies (National treatment, market approach, trade facilitation, SPS, TBT, service trade, investment, e-commerce, intellectual property rights, environment etc.) are suggested.
