주민투표제도의 운영실태와 개선방안

초록

Referendum is a system for improving accountability and democracy of administration by assuring resident's direct participation on significant policy-making issues of a local government. To achieve this purpose, legislative and policy improvement plan must be established in three dimensions namely as the effectiveness of institutions operating, fairness of voting system and deliberation of discussion process. First, in order to ensure the operation of democratic institution, there is a need to appoint the subject of referendum when it has an crucial impact to residents of a local government. Second, in order to retain the fairness of the voting system,restrict movement should be strengthened to local government head and civil servants who have a strong influence on the result of the vote. Third, in order to secure deliberation in discussion process, there should be plenty of glasnost about the ballot target and liberal public sphere. For this purpose, I suggest the composition of committee of referendum discussion. In committee of referendum discussion, it is an object of gathering extensive opinion and delivering the information about contents and purposes of referendum to local residents, not adjusting and arbitrating by intervening directly to vote issues.
