초록

This study aims to empirically analyze residents’ perceptions of the role of local universities in regions facing the crisis of population decline and to explore sustainable cooperation strategies between universities and local communities. The case region selected for this study is Jecheon City in Chungcheongbuk-do, which has a population extinction risk index of 0.457. A total of 587 individuals—including local residents, municipal government officials, and university members (including students)—participated in a survey. The collected data were analyzed using frequency analysis and one-way ANOVA. The results revealed that the university’s positive contributions to the local economy were perceived in the following order: attraction of young population (82.9%), consumption activities by university members (80.6%), and university operational expenditures (78.7%). In addition, lifelong learning programs and public lectures (66.6%), as well as access to educational and cultural facilities (63.6%), were regarded as factors that enhance residents' quality of life. On the other hand, the decrease in student enrollment was seen as having a negative impact on local economic growth (80.4%) and the real estate market (67.3%). The perceived effectiveness of volunteer activities was relatively low (47.2%). Preventing the outflow of graduates was recognized as an ongoing challenge. Group perception analysis showed that general citizens placed greater value on economic contributions, whereas public officials and university members emphasized the importance of policy collaboration. Based on these findings, the study proposes practical alternatives such as establishing integrated governance between universities and local governments, introducing youth settlement support packages, and expanding community participation programs. By reflecting the unique characteristics of regions at risk of population extinction, this research contributes to redefining the public role of local universities and formulating sustainable regional development strategies.
