지방분권화와 정부간 관계의 개혁방안- 조직？인사권 이양을 중심으로 -

초록

After the restoration of local authority, most local governments underwent considerable social changes. The Korean local governments have received new demands for decentralization including overall devolution by the Participatory Government to manage their public service. Because devolution could be restricted by the custom controlling ceremony of the central government, this article examines comprehensive contents related to enforcing the decision-making power on organization and personnel devolution in local government.In justifying decentralization, this article analyzed the current situation with some categories between the central and the local government. First, intergovernmental relations should change to improve the cooperative activities through the practical process of local decentralization. Second, at law and institutional level, decentralization could be reviewed in enforcing local government's authority through the systematical devolution of the central government. From these perspectives, this article suggests several directions for reform to establish desirable devolution in intergovernmental relation, and the decentralization process.
