This paper navigates the historical discourse on the intricate relationship between science, technology, and the environment, scrutinizing the impacts of industrial revolutions on capitalism and prompting a reevaluation of policies for environmental sustainability. Emphasizing the oversight in a risk society, it contends that a civilization rooted in scientific rationality reproduces risk, as evident in the normal accidents theory. A critical economist's perspective challenges assumptions about high-tech safety devices, revealing unintended consequences. Shifting focus to future cities, the paper explores the dynamics of urban threats, particularly in the context of overcrowded scenes exemplified by the Itaewon tragedy. Climate change and infectious diseases reshape urban development, necessitating eco-friendly space development and a paradigm shift towards low-density, non-metropolitan areas. Examining the uncertainty and disaster preparedness in future cities, the narrative reflects on the profound impact of COVID-19, advocating for a paradigm shift towards low-density development for enhanced risk resilience. It calls for social science and humanistic research to understand the social impacts of the pandemic.
