Impacts of SPS and TBT measures on Korean Agricultural Exports: An Analysis by Disaggregated Products

Tariff barriers are disappearing between countries, but non-tariff measures continue to increase. In this study, we conduct an empirical analysis of the impact of technical non-tariff measures (SPS and TBT) on the agricultural exports in Korea by product and importer groups. Our results in a complete sample show the negative effects of SPS measures on the exports of fresh agricultural products. In a restricted sample including OECD importers, negative effects of TBT on the exports of fresh products are shown as well. The impacts of SPS and TBT on exports are not significant for processed products. In addition, the results by product groups present that there exist trade impeding and facilitating effects of SPS and TBT in some agricultural exports.
