지역사회 기관 간 협력의 구조 : 공조(entrainment) 혹은 교환(exchange) 관계

초록

Lately, the approach to pubic agenda through the network formation of community organizations and thereby their cooperation is considered an salient method for solving community problems and enhancing policy effectiveness. The formation of network means not only the exchange of information but the commitment and accountability to partners on network through the integration of each organization’s service to accomplish their objectives effectively and efficiently. The purpose of this study is to investigate entrainment or exchange in networks of information, resources, projects related to supporting school’s educational welfare tasks. Entrainment in this study stands for unilateral support without any returns from supported organizations, while exchange means transaction including the exchange process of rewards and costs. This study targets community organizations in Seoul Sungbuk Municipal where cooperation among community organizations have been actively implemented and systemized on educational welfare issues. This study applied multivariate network analysis among information, resource, and project networks using random graph models. Results show that community organizations have interacted with each other based on entrainment rather than exchange. That is, the organizations provide unilateral support for other organization in networks. These results are similar to regional input-output tables where outputs of some organizations become an input for the other organization. This study suggests that the deep fundamentals enabling this entrainment process may be an open system of community society and non-distribution constraint for nonprofit organizations.
