초록
The purpose of this study is to analyze systematically the performance of NPM-typed local administrative reform which Kim Dae-Jung Administration introduced and promoted. For analysis, we have drawn four criteria from the previous studies concerning the performance evaluation of local administrative reform. The four criteria are institutional differences between public and private sectors, cultural fitness of reform programs, congruence with existing institutions, and goal value of reform programs. On the basis of these four criteria, we have evaluated the performance of local administrative reform including local decentralization, restructuring & reorganization, and innovation of organizational operating system. The followings are the implications that we have drawn from the analysis and evaluation. First, the performance of the decentralization appeared to be a insufficient level even though the central government has made continuing efforts. And even in the cases of the actual devolution to the local governments, the results are not good enough because of the insufficiency in personnel and financial resources. Second, we have found that the local reform programs did not properly consider the characteristics and the administrative demands of each and individual local government, put an excessive emphasis on efficiency-based cutback, and had no regard for important differences between the public and the private sectors. Third, we have also found that the operating system reform of local governments did not properly consider not only the characteristics of public sectors which have a strong difficulty in measuring their performance but also the idiosyncratic administrative culture and practices deep-seated in our local governments.
