LAND CONFLICT AND SOLUTION ISSUES IN MONGOLIA: BASED ON INSTITUTIONAL APPROACH

This paper is an attempt to address land conflicts in Mongolia through holistic research on land-related reform, privatization, and conflicts on the basis of an institutional approach. In doing so, the paper discusses Mongolia’s land reform and privatization issues at the macro level and analyzes land privatization and land conflicts at the micro level. It is argued that there are land conflicts in both rural and urban areas and that landrelated conflicts are mainly due to the ongoing process of land privatization in Mongolia. Mongolian society is not fully familiar with land conflicts, and potential private ownership of various types of land will bring more conflicts over land in the future. Therefore, institutional solutions for land conflicts in Mongolia should focus on a thorough examination of the results of land privatization and initiation of efforts for the transparency of land privatization.
