환경규제권환 배분의 정치과정 오염물질 배출업소 규제권환의 시ㆍ도 위임과정 비교분석

초록

This article analyzes the political process of the local devolution in the environmental regulation power of pollution discharge industries which are overlapped between the Ministry of Environment and local government. For this study, we postulates three factors affected devolution process, that is, contingent factor(pollution accident, decentralization), bureaucratic politics factor (political support, organizational position within government, and bureaucratic expertise), and policy type factor(special quality of environment problem). This study comes to reveal environmental regulation authorities more becoming accomplished with the product of compromise between political actors in the devolution process. The fact implys the effect of the bureaucratic politics factor operated strongly. In paticular, after phenol pollution accident in 1991 the Ministry of Environment acted accommodadating strategy, while in 2002 acted more passively and used competitive strategy against local government. The choices of strategy is primary caused by the difference of political support and role allotment.
