Estimation of the Drought Damages with the Case of Taebaek

초록

Drought impacts are very complex, slow-onset phenomenon that affects more people than any other urban disasters and results in serious economic and non-economic damages in the cities. Generally, disaster losses are nearly limited to impacts measured by market values, while non-market losses are not likely to be estimated. To cope with these, the paper attempts to estimate the drought damages with the case of Taebaek city focusing on the quantification of the non-market losses. To achieve this in this article, droughts impacts were operationally divided into three principal areas: daily life damages, industry damages and public sector's damages. A survey is designed to measure and itemize unquantified life inconveniences caused by urban drought. The results show that non-market losses such as daily life inconveniences represent almost forty percent compared to the quantified drought damages.
