제도적 상호 보완 관점에서 국가 문화가 국가혁신성과에 미치는 영향 연구: 전자정부발전수준(EGDI)의 조절 효과를 중심으로

Purpose - The purpose of this study was to examine the impact of national culture on national innovation and to identify the moderating effect of digital governance. Design/methodology/approach - This study utilized a panel data set that covers 58 countries for the period 2012-2022 and conducted a regression analysis. Each country’s culture was measured using Hofstede’s model, national innovation performance was measured using innovation output data of GII index, and national digital governance capacity was measured using EGDI (E-Government Development Index). Findings – First, the EGDI moderately negatively influences the PDI and IDV on NIP. Second, EGDI moderately affects the LTO and IVR on NIP. Third, national culture (PDI, MAS, UAI) affects innovation outcome categories (Knowledge and Technology Output) and Creative Output) differently. Lastly, digital governance moderates the influence of culture through the complementary interactions between formal and informal institutions. Research implications or Originality – This study reexamines the effect of national culture on innovative performance in the digital era. Moreover, this study provides empirical evidence and implications for countries establishing innovative policies and digital governance strategies. In turn, this study contributes to enhancing overall innovation performance at the national level.
