Analysis of the Policy Conflict on Public Agency for Social Service: Focusing on the Institutionalization Process of Hybrid Organization

This study aims to analyze policy conflicts regarding the construction and operation of Public Agency for Social Service(PASS) by applying a theoretical framework consisting of key concepts such as institutional isomorphism, decoupling, and hybrid organization. The analysis results are as follows. First, the creation and diffusion of PASS were influenced by coercive, mimetic, and normative isomorphism in the institutional environment of welfare hybrid paradigm. Second, complicated conflicts among a variety of stakeholder occurred because PASS is a hybrid organization mixing elements of the public sector and the third sector, with its basic roots in the public sector. Third, the characteristics of PASS as a public-third sector hybrid organization caused six phenomena of decoupling in the PASS operation process, which subsequently lead to the crisis of organizational legitimacy. The study findings bring significant value in that they help find the main causes of conflicts as well as the ways to effectively resolve conflicts and develop practical strategies for PASS to achieve organizational legitimacy.
