스포츠조직 KUSF 설립 10년, 향후 10년 과제 I : KUSF 사업별 성과와 한계

초록

The aim of this study is to analyze the performance and limitation of various services conducted by the KUSF since 2010 when the sport organization was established. In order to achieve this purpose, university sports development plans, university sports policy documents, media reports and reports on the KUSF were collected to build a understanding of the KUSF and to analyze the performance and limitation of projects conducted by the KUSF. First, the performances of five projects reveal that (1) The project for evaluating and supporting the university sports has contributed to increasing universities’ financial resource and making up healthy learning culture; (2) the project for the improvement of university sports system has led to be normalized student-athletes’ selection. For example, minimum academic achievement policy, and branch class in Jincheon national training centre have provided an education opportunity to student-athletes; (3) the project for consolidation of university sports has helped to reinforce student-athletes and coaches’ basic competency, and to improve their vocational abilities and human right awareness; (4) the project for the public relations of KUSF has contributed to the public’ change of perception on university sports; (5) the project for organizing and operating the elite and club sport leagues has contributed to revitalizing university sports. Despite such great performances, there were still the limitation of projects. (1) In the project for supporting the university sports, indexes based on quantitative evaluation has caused unequal distribution of financial resources and aggravated administrative burden to universities; (2) in the project for the improvement of university sports system, student-athlets and their parents who want to enter universities haven’t gained substantial information on experiences of seniors’ entrance examination; (3) in the project for consolidation of university sports, similar programs related to basic competency and human rights in sports for student-athletes have interrupted student-athletes’ active participation; (4) the public perception on the project for the public relations of KUSF services and university sports has been relatively low; (5) while elite and club sports leagues are actively operated, student-athletes have felt nervous about the missing classes, absence of resting and lack of learning.
