This research has surveyed the frequency and degree of importance of problems encountered by teachers. Differences by school level were verified. The participants included 748 teachers sampled from 179 schools. The analyzing tools employed were the F-test and Scheffe test. It turned out that school level was a context influencing frequency and importance in problems experienced by teachers. 27 of 50 different problems differed in frequency by school level. 17 of 50 problems differed in importance. The gap was larger between elementary and secondary teachers than between other level pairs. © 2014 International Information Institute.
