개발관련특구와 환경행정상의 과제 및 대응방안

초록

This Paper aims to review the issue of Development-related Special Zone and to find the improvement of Environment Administration on Development-related Special Zone In the age of real local autonomy and decentralization, Local governments have a lot of interests about development-related special zone. Representative examples of development- related special zone are local special zone, free economic zone, enterprise city special zone etc. Local special zone and free economic zone are already enforcing. Enterprise city special zone is going to be enforced soon because the law of it was run in ordinary session of the National Assembly, December, 2004. But, main contents of development-related special zone laws include mitigation of regulation, tax and financial assistance, legal fiction of authorization and permission etc.. As a result, development-related special zone can instigate indiscreet development and cause environment pollution. Therefore, we need to examine development-related special zone's contents and the point at issue, to investigate about improvement of environment administration for sustainable development.
