Suggestion for Improving Fine Dust Intensive Management Zones Based on Operational Case Analysis; [미세먼지 집중관리구역 운영 사례 분석을 통한 개선방안 제언]

Particulate matter (PM) causes various adverse health effects, posing a significantly higher risk to vulnerable groups such as children and the elderly. To mitigate health risks from PM, "Fine Dust Intensive Management Zones" have been designated and operated in areas densely populated by these vulnerable groups. This study aims to propose policy improvement measures by analyzing the current status of these zones in Republic of Korea. As of 2024, 58 zones have been designated and are currently operational nationwide. While the primary indicators for designation are exceedances of environmental standards for PM2.5 and PM10, in most cases, zones are designated when facilities for environmentally vulnerable groups are concentrated near air pollutant emission sources. To improve air quality within these zones, 26 projects are being implemented across three key sectors. However, the analysis reveals a need for policy reform, as most initiatives are generalized and fail to account for specific local conditions. This study suggests five policy improvement measures, and these recommendations are expected to contribute to the effective enhancement of air quality in Fine Dust Intensive Management Zones. © 2026, Korean Society for Atmospheric Environment.
