한탄강 댐건설에 따른 갈등흐름 분석과 합의형성의 의미

초록

Recently, large public works are faced the conflict over the construction of dam project between local residents and the central government. This resistance imply a failure of decision making through difference of economical benefit and cost that while political decisions are taken in urban areas namely, the downstream in this case, however it taken farm areas with a shrinking population and a decline of land value in many unpopular facilities are located, where local residents feel that these facilities are being unfairly imposed on them. In this article, for the case of the construction of dam projects which has been in conflict between residents and government as regional conflict in HANTAN-river case, most of all I will analyze the conflict flow in macro scale. And then, this research clarifies the intensity of conflict between the conflict’s countermove and process, based on time-series from 2001 to 2007, using RDI (Relative Deviation Index) method. Therefore, this research objective leads to consensus building on public works locating the damaged district. I focus on conflict between the resistance areas caused by ‘the opposition processes’of neighborhood. The study can be of help to develop the rational negotiation process concerning the fair compensation of local residents.
